Who is the NNSA? What do they do? What are their plans?

"Established by Congress in 2000, NNSA is a semi-autonomous agency within the U.S. Department of Energy responsible for enhancing national security through the military application of nuclear science.

NNSA maintains and enhances the safety, security, reliability and performance of the U.S. nuclear weapons stockpile without nuclear testing; works to reduce global danger from weapons of mass destruction; provides the U.S. Navy with safe and effective nuclear propulsion; and responds to nuclear and radiological emergencies in the U.S. and abroad." 

THEIR REAL MISSION IS SECRET AND CLASSIFIED, NO ONE KNOWS WHAT THEY ARE DOING

How does the NNSA enhance military security through military application of nuclear science? Maybe it is in charge of testing new designs for nuclear weapons, and researching new ways of making even MORE plutonium for nuclear weapons? Of course, they will not admit this, so we have to prove that this is what they are doing, and that is what this article is about. 


NNSA SECRET NUCLEAR BOMB TESTING PROGRAM DONE IN THE 1900'S


This video details the super secret nuclear bomb testing program carried out by NNSA back in the early part of the 1900's. What other secrets do they have, that they are not talking about? Why were they in existence back in the 1950-60's and yet on their website, they claim to be 'created' in 2000? If they were testing new and bigger ways of killing people back then, how has that changed today, or not? 


NNSA IN CHARGE OF GETTING A MOX FUEL PLANT BUILT, COST HAVE QUADRUPLED AS OF 2014


The NNSA is in charge of getting two MOX fuel conversion plants built. 

TAXPAYER.NET: "The MOX facility was designed to convert weapons-grade plutonium into mixed-oxide fuel for use in U.S. commercial nuclear reactors, per a 2000 agreement with Russia. Today, however, MOX is over budget, behind schedule, and has literally no market for its product.

In 2004, the National Nuclear Security Agency (NNSA) estimated the facility would cost $1.6 billion and be operational by 2007. In 2008, Shaw AREVA MOX Services (MOX Services)—the project contractor—lost its contract with the company that had signed on to buy the fuel, and no replacement buyers have appeared. Since fuel produced at MOX will be more expensive than conventional fuel, DOE will end up paying companies to take the fuel, if DOE can even find any takers.

In response to the project’s expanding waistline, NNSA asked MOX Services to update cost and schedule estimates based on a “bottoms up” review. The new estimates, released late last year, pushed the cost to nearly $8 billion and the schedule back to November 2019. Estimated annual operating costs have also skyrocketed.

That is only a 400% cost over run... kind of run of the mill with anything nuclear, whether it is a nuclear power plant or anything else. Remember, this is not including the decommissioning or clean up of any spills, accidents or whatever else happens if and when it is up and running.

2015 BUDGET CUTS 1 MOX FUEL PLANT, THEN PUTS FUNDING BACK IN

The USA's partially built Mixed Oxide Fuel Fabrication Facility (MFFF), a key component of the country's plutonium disposition program, is to be placed on cold standby after being effectively cut out of the Department of Energy's (DoE's) FY2015 budget request.

NEW SAVANNAH RIVER MOX FUEL REPROCESSING FACILITY CONSTRUCTION AUTHORIZATION

Via or-well December 8, 2014 Nov. 2014 - Order; Extension Of Construction Authorization Completion Date And Administrative Changes. The U.S. Nuclear Regulatory Commission (NRC) is issuing an Order for CB AREVA MOX Services (MOX Services, Licensee) (formerly known as Shaw AREVA MOX Services, LLC). The Licensee holds Construction Authorization (CA) CAMOX-001 which authorizes the construction of a Mixed Oxide Fuel Fabrication Facility (MFFF) at the U.S. Department of Energy (DOE) Savannah River Site in Aiken, South Carolina. The MFFF is currently partially completed.

Bottom line, TWO new MOX fuel reprocessing facilities are being built in the US, but no one even knows about. These reprocessing facilities are the most toxic, most radioactive poison producing places on the planet when they are in operation. Again, no one knows about this fact either, because if it was known, these facilities would be allowed to be built. So these places have to be funded and built in great secrecy.

WASHINGTON – U.S. Senator Lindsey Graham (R-South Carolina) today said he was pleased with the funding provided for Savannah River Site (SRS) in the year-end spending bill, also termed the CR/Omnibus, which will fund most federal agencies through the end of FY 2015 and include a short term spending bill for the Department of Homeland Security. Graham said funding for the Site includes:
• Language that prohibits the Department of Energy (DOE) from putting the MOX program in ‘cold-standby.'
• $345 Million for continued construction of the MOX Fuel Fabrication Facility.

The site would have been too expensive to upgrade and it is a mess anyway so a few extra decades of in the environment was accepted. Needing new ground, new process and a few trillion dollar appropriation timed to the nonproliferation negotiations we have the Albuquerque Complex. If you go to NNSA.Energy.gov their Locations list is the DOD side of the Industry in the US. Reactor Three had MOX fuel and falls under DOD something."

SUPER SECRET NNNSA IS IN CHARGE OF OVERSIGHT FOR DOE AND DOD, PLUS NNSA AS WELL


Via Richard Wood Reading through the upper layers or flow of the Protective Actions Guides for nuclear incidents reinforced how these agencies have to work together to respond, on paper. The NNNSA, one more N, is the oversight committee of the DOD and DOE for all this mess. They would be directly involved in Fukushima as a US Nuclear security issue and own it when it happens here.

The representative claims that MOX fuel cannot ever be used for weapons again, but this is a TOTALLY false and bogus claim. First of all, every nuclear power plant produces more plutonium, every time it fires up and burns uranium. The spent fuel at every nuclear power plant is full of plutonium. This plutonium can easily be 'extracted', to create a nuclear bomb.

Burning MOX fuel in a converted or new nuclear reactor makes this process of separating out plutonium even easier to do, as easy as a process that can be done in a bathtub in a home. Instead of decreasing the nuclear proliferation risk, these MOX fueled reactors increase the dangers and risk, and do not reduce it. To truly do what the rep claims, the whole world would have to shut down all nuclear power plants, in order to quit making more nuclear bomb material, legally or illegally.

REPROCESSING NUCLEAR SPENT FUEL IS DIRTY, DANGEROUS AND TOXIC TO ALL LIFE


The next claim the rep makes is that this supposed new MOX reprocessing facility performs some kind of magic, converting dangerous uranium spent fuel into new and clean MOX fuel, with no repercussions, hazards, dangers or emissions. Why is the public paying to 'dispose' of and/or convert nuclear garbage, just to create very volatile, very toxic, highly dangerous MOX fuel that will only create MORE plutonium, not get rid of it? Every MOX fuel or fast breeder reactor actually creates MORE PLUTONIUM than the amount that it burns, and the spent fuel is even more toxic, more dangerous, more explosive, more volatile and much more radioactively HOT, which makes it that much more expensive and difficult to keep it safe, cooled and not harm workers or the public.

The newer fuel for the old reactors that have been relicensed is called high burnup fuel, and it comes with special, much more dangerous problems, and it is also much more radioactive and toxic to boot.

Remember that the plan is to convert all US and global nuclear reactors to 'burn' MOX fuel. This is being done in secret, out of the public eye, and with no real or meaningful public debate. No mass media outlet will air any meaningful investigative report detailing any of this information.

The nuclear industry likes this plan because they make more money by getting free fuel, free additional power from uprating, and extended licenses from the NRC which is also on board with this plan of increasing the danger around all nuclear power plants, despite them all being at the end of their safe and useful lives.
