The most worrisome possibility of a nuclear war lies on the Indian subcontinent, according to the former commander of the U.S. Pacific Command. Adm. Timothy J. Keating, USN (Ret.), told the audience at the opening keynote address for TechNet Asia-Pacific 2011 in Honolulu, Hawaii, that another terrorist attack in Indiacould be the catalyst for an escalating conflict that leads to a nuclear exchange between Indiaand Pakistan.

Adm. Keating offered that a Mumbai-type attack that leaves hundreds dead almost certainly would trigger a military response from India. If terrorists based in Pakistanare “irrefutably” identified as the architects of the attack, then Indiacould not sit by without responding. A series of Indian air strikes into Pakistanterritory in turn would provoke a counter-response from Pakistan, leading to more action by India. With the scales tipping toward Indiaafter each exchange, Pakistanmight resort to a nuclear strike as its only remaining option.

The threat of nuclear war is high and rising, says an independent British think tank. “Nuclear weapons are present today in some of the most unstable and violence prone regions of the world, and in North East Asia, the Middle East and South Asia, there are serious conflict and proliferation concerns that suggest an increased potential for nuclear weapons use,” wrote UKthink tank British American Security Information Council (basic). It notes that since the mid-1980s, the number of global nuclear states has decreased, but “the number of nuclear weapon states has gone up.”

“Whatever the current rhetoric about global nuclear disarmament from the nuclear armed states and others, in the absence of any further major disarmament or arms control breakthroughs, the evidence points to a new era of global nuclear force modernization and growth,” the report says. One of the biggest concerns is the fasting-growing nuclear arsenal in the world: Pakistan. It is on course to become the world’s fourth-largest nuclear power, above Franceand the United Kingdom.
